Ok, I'm going to go out on a limb and say taht this is an awesome idea. And not just because it really ups the whole gay subtext of Batman since the actors for both hero and villain have starred in iconic gay movies (now just get John Rhys Meyers to play Catwoman and Ewan MacGregor to play the Scottish Guy with the really big dick who likes to show it off in every movie on one side and Jake Gyllenhal as Robin and we'll have a Batman that's almost as gay as 50s Batman) but also because the most basic temptation would be to cast a comedian - Chris Tucker or Dave Chapelle or Jim Carrey - or an actor that routinely plays crazy people - Jack Nicholson or Kevin Spacey.
Only the comedian or the crazy actor would just be the crazy comedian actor or the comedian. The Tim Burton Batmans were rotten with this kind of stunt casting. First movie he fights Jack Nicholson. Second movie he fights Danny Devito. Third one goes to Jim Carrey. They weren't the villains. They were Jack Nicholson, Danny Devito and Jim Carrey.
With Heath, Batman would be fighting the Joker.
And is it also interesting that Heath Ledger was in the movie about gay dudes so stuck in the closet that they mess up their wives as well? While Christian Bale was in the fabulous fantastic splendid Velvet Goldmine which was all about cross dressing (with Eddie Izzard as the one character in the piece that DIDN'T wear mascara?)
Sorry. Gay Superheroes make me laugh. That's why I liked Smallville so much.
