Cat Tranquilizer

Ok I just heard about this today but there's a cat tranquilizer that doubles as a popular narcotic among Russians. Does anyone know what it is? Because I'm getting to New York in September by riding out in a rental car with my three cats - and my mom. So a tranquilizer would probably be very welcome.
